SUMMARY OF INCIDENT:

On October 8, 2016, at approximately 0206 hours, a concerned citizen reported to Rutland City Police that an intoxicated female had just driven away from the Merchant’s Row area of Rutland City in a green colored Honda and may be traveling towards Wallingford.

Several minutes later, Troopers located a vehicle matching that description traveling south on US Route 7 in the Town of Wallingford at 101 mph. Troopers conducted a traffic stop of the vehicle. The vehicle stopped briefly, but then began traveling further south in the village of Wallingford at a slow rate of speed. The troopers pursued the vehicle at speeds between 35-40 mph as it traveled south on US Route 7, then east on VT Route 140. In the area of VT Route 140 and East Road, the vehicle sped up and immediately traveled off the left side of the roadway striking the ditch and a large boulder. The vehicle rolled onto its left side before coming to rest partially in the roadway.

Troopers immediately approached the vehicle and checked on the operator while she exited the vehicle under her own power. The operator was identified as Kaylee M. Frazier. Frazier displayed signs of alcohol impairment. She provided a preliminary breath sample resulting in a .200 BrAC. Frazier was transported to the Rutland Regional Medical Center by Regional Ambulance Service. Frazier sustained minor facial and chest injuries. At the medical center, Frazier was processed for DUI. Frazier remained at the hospital at the conclusion of processing as a precaution, due to her level of impairment.

Frazier was cited to appear at Vermont Superior Court, Criminal Division on October 24, 2016 at 0830 hours for the above listed charges.
