Officer Involved Shooting – Winooski – UPDATED PRESS RELEASE

09/17/16 – The Vermont State Police Major Crime Unit continues the investigation into the officer involved shooting that occurred in Winooski late Friday afternoon.  The deceased has been identified as JESSE BESHAW, age 29 of Winooski.  The officer involved in this shooting is identified as Deputy Nicolas Palmier, age 31, of the Franklin County Sheriff’s Department.  Winooski officers  involved in events leading up to the shooting were identified as Corporal James Charkalis, Officer Brenda Davis and Officer Dean Fullerton.  Deputy Palmier and Winooski officers were wearing department issued body cameras that captured video and audio of events leading up to and during this incident.   Preliminary investigation by investigators has revealed the following:

 

On the afternoon of Friday, 9/16, a Winooski officer reported seeing JESSE BESHAW driving in a vehicle in Winooski.  BESHAW was known by the officer to have an active arrest warrant for Burglary.  Vermont State Police detectives have confirmed that than an arrest warrant was issued on 9/2/16 for Burglary, a  felony offense and Unlawful Mischief (2 Counts), misdemeanor offenses, with bail set at $100,000.   BESHAW was known by Winooski police officers to carry a handgun based on recent investigations.  A Winooski police officer observed BESHAW enter a residence located on Union Street in Winooski.  Two other Winooski police officers responded to assist in addition to Deputy Palmier.  Officers established a perimeter around the residence when BESHAW was seen exiting the residence and running from the police.  Deputy Palmier pursued BESHAW on foot and encountered BESHAW behind O’Brien’s Community Center.  Video footage from Deputy Palmier’s body cam shows BESHAW stopping as Deputy Palmier is approaching from a distance.  Deputy Palmier can be heard yelling verbal commands to BESHAW.  Ignoring the commands, BESHAW is then seen advancing toward Deputy Palmier with his right hand concealed behind his back.  Deputy Palmier discharged his firearm multiple times as BESHAW continued to advance toward him.  BESHAW is then seen falling to the ground.  Winooski officers arrived shortly after and began to render medical aid to BESHAW until St. Michaels rescue arrived on scene.  BESHAW was pronounced deceased on scene by rescue. 

 

The Vermont State Police Crime Scene Search Team has completed the scene processing and collection of evidence.  Autopsy was performed this morning, 9/17 at the Office of the Chief Medical Examiner.  Preliminary autopsy results have revealed the deceased sustained six (6) gunshot wounds and a seventh apparent grazing gunshot wound, all to the front torso and head region.  A total of seven (7) gunshots is consistent with information obtained by investigators thus far.  Investigation indicates that BESHAW was not armed at the time of the shooting. 

 

This investigation remains active as detectives continue to conduct interviews to include any witnesses and officers involved in this incident.  The full investigation, once complete, will be turned over to the Chittenden County State’s Attorney and Attorney General’s Office for review in the coming weeks.  No further information is available at this time.  Any media inquiries should be directed to the Chittenden County State’s Attorney’s Office or Attorney General’s Office.

Officer Involved Shooting – Winooski

Winooski, VT – 09/16/16 – Today, at approximately 4:55 pm, the Winooski Police Department contacted the Vermont State Police to request an investigation into an officer involved shooting that had occurred behind O’Brien’s Community Center located at 32 Malletts Bay Avenue in Winooski.  Preliminary information received from Winooski Police indicated that a male subject was shot by police, that rescue responded and the subject was pronounced deceased at the scene.  Vermont State Police Troopers responded to assist Winooski Police with securing the scene. 

 

Detectives with the Vermont State Police Bureau of Criminal Investigation, Major Crime Unit responded to initiate an investigation.  The Vermont State Police Crime Scene Search Team was activated to process the scene and collect evidence. 

 

This investigation is in its very early stages and is expected to continue throughout the night, specifically regarding the processing of the scene.  Once the scene is processed, the decedent will be transported to the Office of the Chief Medical Examiner for autopsy to determine cause and manner of death.  The name of the decedent is not being released at this time, pending positive identification and notification of next of kin.  The identity of officers involved and their respective agencies is not being released at this time. 

 

State Police Detectives are working closely with the Winooski Police Department and are in consultation with the Chittenden County State’s Attorney’s Office.  Once the investigation is complete there will be an independent review conducted by the Chittenden County State’s Attorney’s Office and the Attorney General’s Office as is customary for all officer involved shootings.
