SUMMARY OF INCIDENT:  On the above date and time Sgt. E. Hudson conducted a motor vehicle stop for a speeding violation on Interstate 89 in the Town of Randolph, Orange County.  During the stop the operator was identified as Joseph R. Lowe, age 39, of St. Albans, VT.  Lowe admitted that his license was suspended and a license check of DMV records confirmed that Lowe was criminally suspended in Vermont.  Lowe was arrested and issued a citation to appear in Vermont Superior Court on October 25, 2016 to answer to the charge of Operating after Suspension, Criminal.
