SUMMARY OF CRASH:  On 9/10/16 at approximately 21:12 hours, an off duty police officer encountered a vehicle parked in the middle of Spear St. in Charlotte.  Troopers responded and the investigation determined that the car had sideswiped a telephone pole.  Matthew Brown was identified as the operator and determined to be under the influence.  He was taken into custody on suspicion of DUI and transported to the Williston State Police Barracks for processing.  Brown was released on citation for DUI and DUI Refusal.
