Rutland, VT – 04/28/15– The Vermont State Police responded to the Marble Valley Regional Correctional Center in Rutland and arrested Inmate Herbert E. Fagans III of Brattleboro, VT for simple assault on a correctional officer and disorderly conduct.

 

On August 25, 2016, inmate Fagans was yelling obscenities at the nursing staff inside the correctional center. Correction officers Greg Dwyer and Conrad Looney intervened and inmate Fagans failed to comply with the officers requests. Inmate Fagans took a hostile stance and faked a charge at Correction Officer Looney.  Inmate Fagans continued to disobey the officers and was sprayed with pepper spray. After Inmate Fagans was sprayed, he rushed at the two officers swinging his arms striking Officer Looney in the face, grabbing his neck and scratching his arm. Inmate Fagans was subsequently subdued by the officers. Correction officer Looney received minor injuries from the assault. Inmate Fagans was screened by medical staff and placed in high security. Inmate Fagans is charged with assaulting a correctional staff and disorderly conduct.
