On August 21, 2016, at approximately 2349 hours, Vermont State Police from the Rutland Barracks received a complaint of large boulder in the parking lot of the Green Mountain Plaza in Rutland Town.

Troopers responded and discovered that a tractor trailer unit struck a large landscape boulder which had been positioned at the end of a traffic island in the parking lot near Michael’s. The truck/trailer dragged the boulder into the middle of the parking lot near Bed Bath & Beyond. A portion of the curbing was also damaged during this incident. The truck/trailer was not present upon troopers’ arrival.

Troopers were able to locate the truck/trailer involved in this incident parked at Farrell Distributing a short time later. Troopers identified the operator of the truck/trailer as David P. Seeley. Investigation revealed Seeley had operated the truck/trailer while under the influence of alcohol and had consumed alcohol while driving between the State of Maine and the State of Vermont. Seeley was screened for DUI and provided a preliminary breath sample resulting in a 0.177 BrAC. Seeley was subsequently taken into custody for DUI/Leaving the scene of a crash and transported to the Vermont State Police Barracks in Rutland Town. He was processed for DUI and Leaving the scene of a crash and was later released to a sober party. Seeley was issued a citation to appear at Vermont Superior Court, Criminal Division on September 6, 2016 at 1230 hours. Due to his Commercial Driver’s License/Commercial Motor Vehicle status, Seeley was placed out of service for at least 24 hours. The commercial truck/trailer was returned to the possession of the owner/company.

Green Mountain Plaza management was contacted and notified of the hazard/damage in the parking lot.
