VIOLATION: DUI-Drug,  Negligent Operation, Identity Theft, False Information to Law Enforcement Officer, and In-state/out-of-state warrants.

SUMMARY OF INCIDENT:
On July 27th 2016 at approximately 3:00 pm the Vermont State Police responded to a one vehicle crash on US RT 7 in the Town of Pownal.  The operator of the vehicle left the scene prior to police arrival. After an investigation it was learned that the operator of a 1986 Corvette was speeding and driving erratically north bound on US RT 7. The Operator lost control of his car and drove into a swamp.  The Vermont State Police were able to locate the operator in Bennington VT.  The male identified himself using a family members name and information. He was later positively identified as Howard Cooper.  During the investigation Cooper showed signs of drug impairment, he was processed at the Shaftsbury Barracks for DUI-drug.  Cooper was charged with DUI-Drug, Negligent Operation, False information to a Law Enforcement Officer and Identity Theft.  Cooper additionally had three active arrest warrants for Parole Violations, Weapons Offenses and Fraud in Vermont, Connecticut and California.  Cooper was transported to Marble Valley Correctional Facility for lack of 65,000.00 bail. He is scheduled to appear in Bennington County Criminal Court on July 28th 2016 at 12:30pm.  Additional charges are pending.
