SUMMARY OF INCIDENT:
On 6/16/16 at approximately 1153 hours, Vermont State Police responded to a call for assistance from an Island Pond Resident following an altercation with Joseph Horn.  The altercation began as a verbal argument which escalated to the point where the victim wanted to call the police for assistance.  Horn prevented the call for a period of time by taking and refusing to return the victim's phone.  The altercation then led Horn to jump on to the fleeing victim's car and smash out the windshield.  Horn, who already has a conviction of Domestic Assault, then used a deadly weapon to threaten the life of the victim in this investigation.  Horn was taken into custody and held for lack of $10,000 bail at the Northern State Correctional Center.  Due to Horn's actions and the resulting self-inflicted injuries, fingerprints and mug shots were not able to be obtained.
