On April 10, 2016, at approximately 2035 hours, members of the Vermont State Police from the Rutland Barracks were advised of a call for service in the Town of Poultney. Troopers were advised that an altercation had taken place outdoors on Roberts Avenue. Troopers were advised that one male was on scene in need of medical attention, and another male had fled the scene.
Troopers identified the male victim as Todd Norton Jr., age 18, of Fair Haven, Vermont. Norton was transported by Poultney Rescue to Rutland Regional Medical Center for injuries sustained during the altercation.
Troopers identified the male aggressor involved in the altercation as Dylan Czarnecki, age 20, of Poultney, Vermont. Czarnecki had fled the scene prior to State Police arrival, but was identified by several witnesses to the altercation.
A third male, Christopher Hanson, age 18, of Fair Haven, Vermont, was also injured by Czarnecki while trying to pull him off of Norton.
State Police investigation determined that Czarnecki had used a choke hold maneuver on Norton during the altercation, severely restricting his ability to breath in an attempt to render him unconscious.
Czarnecki was located on 4/11/2016 and taken into custody.
